Hamad Al-Adwani, Minister for Doctoral Education, Higher Education and Scientific Research, said the education ministry was working to revamp the apprenticeship system according to the state's plans. At a press conference, Al-Adwani said the education ministry was pursuing a Kuwaitiization policy following government directives and state plans to implement policies to replace foreigners with Kuwaitis. He said this is in line with Civil Service Commission Resolution No. 1 and the Kuwaiti Constitution, which states that citizens have the right to public service under Article 26. 11 November 2017, on guidelines for “Kuwaitizing” government agencies.


He explained that the Ministry of Education has two major plans for Kuwaitiization policy. The first is to urgently secure Kuwaiti supervisory positions (heads of departments) by choosing the specializations to become Kuwait based on the number of candidates on the waiting list. To enable Kuwaiti teachers and Kuwaiti women children to take up these jobs, the second track includes non-Kuwaitis in specialized fields with an appropriate number of national constituents, according to the requirements of each region. This includes terminating the services of any teacher. and levels of education separately.


Al-Adwani added that as a result, Kuwaitis will have more job opportunities and less unemployment. According to various sources, he said the speed of Kuwaitization is determined by applying the principle of proportionality between regions and levels of education. He said this is done with the needs of the education region in mind and to avoid straining the budgets that serve the interests of the education process and the stability of the education sector.


He said that as a first step after the last and most important exam of the year, the management of various non-Kuwaiti educators involved in all levels of education in comprehensive, private and custom curriculum schools. I pointed out that there is a huge amount of public space that will be cut in the field.
